  _netdev parameter is not respected at startup/shutdown

Bug description:
  when I have a _netdev parameter in /etc/fstab the device should be mounted after the network start, and unmounted before the network is down. In 2.99 PLD Linux (Th )(i686) it does not work.
  UUID=24fe22ff-1e12-468b-a9fc-bbe5f8c9ddd5 /home ext3 defaults,rw,acl,_netdev    0       0

  It does not mount the device at startup, and if it is mounted by hand, the system hangs at shutdown at: 
  Unmounting file systems (because network interface has been shuted down before unmointing the device)
