And take a look at postgresql.init and postgresql.sysconfig,
branch multi-db-clusters (sic!).

postgresql.init and postgresql.sysconfig files are simplified:
- no init action (initdb should be run)
- no encodings support (used initdb reports used encodings nicely
  and encodings can be changed in postgresql.conf)

I will merge multi-db-cluster branch to HEAD next week or when 7.3 final
arrives.

Any comments?
