The files genera you want scanned are in /var/, perl.req scans only
paths matching these regexps:

    if (m=/usr/(sbin|bin|lib|lib64|share|X11R6/(lib|lib64|bin))/=) {
      if (! m=(/(doc|man|info|usr/src)/|\.(so|ph|h|html|pod)$)=) {

/var/ isn't the proper place for this kind of utilities, FHS says
/usr/lib/.
