yeah, something from /etc/sysconfig/rpm
and per package override from /etc/sysconfig/PACKAGE

how about:
$SKIP_AUTO_RESTART and $DEFAULT_SKIP_AUTO_RESTART (global one)

or NO_AUTO_RESTART, NO_POST_RESTART, NO_RESTART_AFTER_UPGRADE
