Me be stupid :-/
You're wrong - the problem appears during usage, but is caused because of 
compiling with older xfce4-panel-devel package. That's why the equal 
version of xfce4-panel-devel is required in time of compilation (despite 
the fact configure doesn't say it, actually).
This never happened before, but it looks like something has been changed 
since RC1.
