We shouldn't do such things.

64..127 seem to be free (at the moment) acc. to devices.txt.

Or we could statically reserve some high minors (e.g. 63 for
mapper/control, 62 for fbsplash etc.) and decrease DYNAMIC_MINORS in
drivers/char/misc.c.
