You don't do it that way. Much better approach is:

	$ cvs up [-r BRANCH] patch-I-want-to-update.patch
	$ cp -f /tmp/updated-patch patch-I-want-to-update.patch
	$ cvs ci -m '- updated' patch-I-want-to-update.patch

In other words, there is no need to remove a patch and add its new
version afterwards.
