This is just another case.
The authors don't provide the unformated page, only the formatted one,
containing terminal sequences. Reformatting it to the groff format may be
probably done only manually, and the work would by probably lost when
upgrading (I don't believe the upgrador will update the diff).
The program is not GPL-licensed, so we rather can't ask for "the preffered
form" of the manpage sources.

In the latest version authors decide to lose most of the formatting.

I think of retrieving tme manpage from previous version of ps (however it is
probably a bit outdated).
