If you really think these translations are worth the bandwith -- off by
default and it's OK for me.


About the implementation:

  $ rpm -qf /usr/share/man 
  FHS-2.3-7

Putting this hierarchy to FHS doesn't look like The Right Way for me,
and we can't put it into man.spec (isn't required -> directories not
owned by any package).  Ideas?
