bind 9.3.0 on DEVEL, weird problem

I'm playing with bind 9.3.0 on DEVEL and I've encountered a weird
thing. On the machine where bind rpms are build, everything works
ok, but when I'll copy those rpms to some other machine, bind
refuses to work, with below error:

If I'll rebuild rpms on that failing machine, they work ok. I must say,
I've never found rpms compiled on one machine to fail on other machine,
except for redhat where such things are normal. Any magician here with
suggestion where the evil is hidden this time? :)

Configs on all machines were the same. RPMs from official builders
are not working too (they probably would work on their build hosts).
