yes there need for the dependancy, if the package is proper, not sure, 
probably it should be in X11/XFree86 instead.

$ which xrdb|xargs rpm -qf --requires|grep cpp|wc -l
0

it's because the xresources merge is done using it.

shortly: xrdb -merge requires cpp.
