[SPEC] bzr.spec upgrade to 0.11rc2

Hi!

I'm sending a patch and a diff file to upgrade existing in our cvs
version of this revision control tool. If the PLD policy doesn't allow
to place rc version in cvs - just skip my mail :) In a few days there
will be a full and stable 0.11 version.
