if so, shouldn't it be some automatic rpmlib capatability instead?

rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(PayloadIsBzip2) <= 3.0.5-1
