it's to avoid dependency loops in packages. besides that dependency loops are 
not cool, they cause modified %config lossage on upgrades due rpm flaw. (old 
file is renamed to .rpmsave, and new one is placed as .rpmnew, and the 
original path name won't exists at all)

and in similar manner can be asked, what's the point of filesystem.spec 
alone? :)
