Just in case, --as-needed (makefile, linking) patches are often
available in ALT Linux packages -- we have -Wl,--as-needed by
default for a year or so now:

http://sisyphus.ru/srpm/%name/patches (in Russian),
http://git.altlinux.org/people (in English but hard to search),
or just google for the alt makefile %name patch.
