If using generator this information will probably be useless.
The information what has been changed in the generator since the previous
spec generation would be more appropriate. But I see no way to automate
this.

READE.en, README.pl, etc. ?

The C description is generally for those who do not understand Polish.
They should get information why they should (not) install the package.
