They aren't treat by default as Requires by rpm so this doesn't brake rule 
not requiring kernel by userspace.

BTW. I didn't notice that there is similar thread already started when I was 
creating this so I think better will be to continue discussion in first one. 
Especially that qbosh already pointed Suggests;)
