it is (proven so by the fact you didn't even know ;) )

why yould you like a started daemon depend on enviroment from where it was 
started? it's usually worse than good (do you want your $LDAP_PASSWORD being 
visible for all persons who use phpinfo() ;) 

if you want env for daemon, /etc/sysconfig/SERVICE or /etc/rc.d/init.d/SERVICE 
is place to set these.
