login seriously broken

I'm having difficulties during local logins. It manifests by long (about
6 seconds and longer, sometimes much longer) delays when logging in from
tty5-tty8. After checking logs, PAM, stracing and other voodoo I've found
that it's caused by ...DNS lookups of ttyX.domain which obviously would
not work and timeout without network available.
