Every possibility to reduce "hard" dependencies of optional features
is good.
There is no general plugins support in ffmpeg/mplayer (comparing to most
of generic decoders/players), but at least faad can be made dynamic - so
let's do it.

So just add Suggests.
E.g. in gstreamer every plugin with external dependency is packaged
separately, not forcing codec library dependency for main package.
