[packages/Mesa] - provide OpenGL-GLES, OpenGL-GLES-devel in libGLES, libGLES-devel (required by newest KDE)

I followed naming scheme already used in other specs, ie. OpenGL-GL 
instead of just OpenGL.

Fine by me, but I'd left generic P: OpenGL-GLES as well.
