Without systemd the checking was done in openvpn.init. With systemd it starts 
proper command so this check was working fine.

"starting order" doesn't check if network start happened

or is not working due to lack of network running.


Still don't understand what is rationale behind this? Why do you need these 
checks to be dropped?

Also all network services (like httpd for example) do the same checks .. why 
openvpn has to be special?
