th-test: apache 2.4

Apache 2.4 is now in th-ready, all webapps have been updated to new
access syntax and are also present in th-ready.  Please once again test
and report if any problems arise.

In 1-2 weeks I will move old apache 2.2 to obsoleted and move 2.4 to main.
