Inconsistent ownerwship and mode bits for /etc/cron.d

In all crons with packages on ftp (cronie, fcron, hc-cron) the directory
/etc/cron.d belongs to group crond and has mode 750. 

However the directory is also provided by package filesystem, and there
it belongs to group root and has mode 755.

So there are two solutions:

1) Change gid and mode for /etc/cron.d in filesystem.spec. But then
crond group has to be created also in filesystem.spec.

2) Change only the mode and add %verify(not group).
