Fedora (and RHEL) are likely not bothering with anything but the C locale
for package description/summary/group, largely because of the comp-lexity
of the task, and perhaps because of (from PLD years ago)

Well there is the C locale so actually there are two copies of I18N tags
if pl is "near complete".

For a national distro with a dominant locale, its also possible to
reconfigure to eliminate the C locale, and put the pl translation
into header content (as if it were the "C" locale)

See RPMBUILD_DEFAULT_LANG (currently "C", but  trivial to turn into a macro).
