[packages/iptables] - rel 3; allow building disto package for variants: with and without vserver patches

If you use functionality depending on that structure (owner matching) then 
vserver version for vserver enabled kernels, non-vserver for non-vserver 
kernels.

If you don't use that funcionality then any version will do.
