the repo is updating (maybe always was), i.e

contents of ~/SPECS is being committed to
/cvs/root/gitolite/repositories/SPECS.git

but your spec is not written to SPECS:

```
root at 1822-cvs services/git# l -rt ~git/SPECS|tail
-rw-r----- 1 git git 6.9K Dec  2 20:36 python-pygobject3.spec
-rw-r----- 1 git git  20K Dec  2 21:22 qt5-qttools.spec
-rw-r----- 1 git git 5.8K Dec  3 09:46 sysstat.spec
-rw-r----- 1 git git  13K Dec  3 11:09 sqlite3.spec
-rw-r----- 1 git git  24K Dec  3 16:12 kernel-tools.spec
-rw-r----- 1 git git 7.8K Dec  3 20:38 ipset.spec
-rw-r----- 1 git git 6.6K Dec  3 22:16 pdflib.spec
-rw-r----- 1 git git  32K Dec  3 23:45 libvirt.spec
-rw-r----- 1 git git 3.5K Dec  3 23:45 python-libvirt.spec
-rw-r----- 1 git git  11K Dec  4 00:30 rsync.spec
root at 1822-cvs services/git#
```

yet can't find what updates ~/SPECS.

looked into:
- crontab
- gitolite-scripts
- git-core-slug-watcher

there's some wiki docs, maybe these describe
- https://www.pld-linux.org/pld-gitolite
