/etc/localtime missing on th-i686 builder

Could it be fixed?
Other builders have /etc/localtime pointing to /usr/share/zoneinfo/Europe/Warsaw

Lack of /etc/localtime could trigger some issues and is probably causing
python-dateutil tests failure (which don't happen on carme-i686 after
fixing glibc bug).
