hmm - I use the /etc/security/console.perms with pam_console to do this for
me... /etc/security/console.perms contains these extra lines:

<sound>=/dev/dsp* /dev/audio* /dev/midi* \
        /dev/mixer* /dev/sequencer
<console>  0664 <sound>     0664 root.mmedia
<xconsole>  0664 <sound>     0664 root.mmedia

and some users are members of the mmedia group... that's it.
