FHS 2.2 (to samo w 2.3-beta):

[wymagania dot. /lib]
  If a C preprocessor is installed, /lib/cpp must be a reference to it,
  for historical reasons.11

[wymagania dot. /lib<qual>]
  If one or more of these directories exist, the requirements for their
  contents are the same as the normal /lib directory, except that
  /lib<qual>/cpp is not required.13

Niestety u nas jest tylko /%{_lib}/cpp, więc na amd64 nie ma wymaganego
linka...
Warto poprawić.
Np. Glide się wywaliło na braku /lib/cpp.
Na razie dodam workaround (cpp bez ścieżki) - ale programy mają praco
oczekiwać istnienia /lib/cpp.
