IMO wcale nie robić tego.
DAEMONARGS w rsync.init jest dla opcji linni komend rsynca odpalanego via np. 
inetd.
Zawartość /etc/sysconfig/rsyncd jest dla  opcji linni komend rsync'a 
"standalone" - taki też jest podział plików na podpakiety.
