Wydaje mi się że to jest /usr/X11R6/share/themes/Default/gtk/gtkrc.
Standardowo jest on oczywiście pusty.

BTW. u mnie .gtkrc wygląda tak:

Mogę sobie dzięki temu łatwo zmieniać motyw.
