Yes, the reason is a missing list of package files in RH's hdlist, 
so /bin/rpm cannot be found. Hm, maybe apt indexes from tuxfamily.org 
will be better, if you like to try, replace

source1 = rh,noautoup,type=hdrl \
    ftp://ftp.redhat.com/pub/redhat/redhat-7.3-en/os/i386/RedHat/base/hdlist

with:    

source1 = rh,noautoup,type=hdrl \
  ftp://apt-rpm.tuxfamily.org/pub/ftp.tuxfamily.org/apt-rpm/apt/redhat/7.3/en/i386/base/pkglist.os.bz2
