Not quite OK. "pub" directory is a legacy thing and is not needed for most modern FTP servers, including ProFTPD

This is bug. Administrator should be able to set the owner and access modes to this directory.

User "ftp" should never be able to write to /home/ftp/pub!
This uid is used for anonymous access and should have _very_limited_ access rights. But you probably mean other ftp user.

I do also thing, that this directory should be created by an administrator, if needed.

IMHO no directories in /home/ftp should be created by default. Maybe some default welcome message could be placed there, but it doesn't seem neccessery neither.
