svgalib-1.9.14-1.src.rpm requires svgalib-devel to be installed on the system to build properly. It is not good because this should produce svgalib-devel and should only depend on files from tarball, not from the destination packet. It worked fine in 1.9.12, but doesn't work in 1.9.13 from distribution and 1.9.14 from CVS.
