Reproducible: Always

Steps to Reproduce:
1. Run quanta, have no installed kdewebdev-kommander-devel-3.5.8-1 package
2. Click 'New' button
3. Click 'Kommander Quick Start Dialog'
Actual Results:  
Warning window:
Unable to create dialog.

In log window:
KommanderFactory::loadPlugins - Can't load Kommander plugin library 
libkommanderwidgets

Expected Results:  
`Qunta Plus Kommander Quick Start' should appear.

Bug doesn't appear when kdewebdev-kommander-devel-3.5.8-1 package is installed.
Bug is probably related to KDE extension loader changes made in PLD some time
ago.
