yes and no. module yes but there are additional *.php files used in examples 
for php4-xmlrpc that could be packaged.

Anyway I dropped this since... it doesn't seem to support ssl in a working way 
so no interest for me in finishing it.

Does anyone know nice xmlrpc for php with working https support?
