vulkan-sdk.spec is some very old version.
Its source repo has been split, some of components have been refactored
(e.g. ValidationLayers).

Vulkan-*.spec have Obsoletes for most of vulkan-sdk.spec parts, but so
far I haven't found what happend to DebugLayers.
Maybe we could just obsolete it.
