Users reported that net is not working and it turned out to be dhcpd's fault. 
I experienced lack of IPv6 address due to radvd not working after network 
restart.

About htb I'm pretty sure that qdiscs are cleared during network restart. How 
on earth could you have qdisc without network interface?
