packages: talloc/talloc.spec - rename to talloc, like upstream

Distro usage doesn't end on builder.
The packages already existed on official ftp, so anyone could have
installed them. If someone installed such package, he's no longer able
to upgrade (lib)talloc.
All packages that already appeared on ftp should be upgradable.
