[packages/libteam] rel 2; Systemd support, usable for system boot

The service files I've added don't actually start anything by default, so
that's not an issue. Though it does seem to me teamd should be a separate
package. I see Fedora does that that way (they have both 'libteam' and
'teamd' rpms). Any volunteers for doing the split? :)
