mail infrastructure issues: x86_64 builder logs, CVS commit logs

I found two issues, probably not related:

- builder logs from th-x86_64 are not (always) delivered; it seems to
  affect all FAIL logs and some OK logs (since few weeks)

- commit logs from CVS repository (e.g. PLD-update-TODO) seem not
  delivered to pld-commit mailing list (since few months)
