Others yes but not LIMIT_NLOCKS. If you modiffy pam_limits then we
will have working all limits on all kernels. There only won't be
error checking for get/setrlimit for LIMIT_NLOCKS.

IMO it's better way than just leve LIMIT_NLOCKS untouched even on 2.4 kernels.
