Wypadało by się z tego wytłumaczyć :)

Otóż po:

# killall -USR2 xinetd

w logach jest:

Mar  5 14:55:46 deneb xinetd[3205]: Unexpected signal 31 (Bad system call)

a po
# killall -12 xinetd
już jest OK

[...]
Mar  5 14:54:54 deneb xinetd[3205]: readjusting service telnet
Mar  5 14:54:54 deneb xinetd[3205]: Reconfigured: new=0 old=5 dropped=0 
(services)

Natomiast
# kill -USR2 `pidof xinetd`
działa w porządku. Można stąs wnioskować że błąd leży w killall, ale nie 
mogę znaleźć gdzie. Więc stąd ten workarround.
