dobra, mam:

The raw socket interface requires the program to run with root permission. 
This program is intended for system and network administrators. However, 
should you want to allow non-root users to use the program you can edit the 
Makefile and enable the -DALLOWUSERS option, then install the program setuid 
root. This is not recommended though. While effort has been exerted to avoid 
things like buffer overruns, this program is not declared to be secure for 
non- root users to use.
