Ja swego czasu miałem problem jak dawałem
squid -k reconfigure
Wtedy squid też nasłuchiwał a potem zwisał.
Przyczyna była taka że po tej komendzie zmienił się właściciel plików w 
katalogu cache squida.
Zobacz do niego może masz podobnie (chodź na to nie wskazuje).

p.s. jak restarowałem squida przez "squid restart" to chodził ok.
